When is a spinner useful?

I know of a bowler who spins the heck out of a ball.  His ball hooks, but it appears pin action differs to a noticeable point.  Question, what makes a spinner useful?  Can you actually drill a ball that reacts well for a spinner?

Spinning the ball is good when the whole lane is fried. Thats why so many asians and other forgein bowlers spin the ball, they usually bowl on completely dry lanes.

No we don't bowl on completely dry lanes! We just don't get the same volume of oil that you get in the states especially in the heads thats all.

Spinners work when the lanes are dry, or, with slower ball speeds. =:^D
