Talk to your association president/secretary.  He/she will have all the paper work you need.  You just have to decide on a set up (mens, mixed, etc...) and advertise the heck out of it.

You'll also need a President, Vice President of your league, who will be responsible for auditing your money trail.  Not just friends, but very trustworthy people, since should you be unavailable for a night, they would be resonsible for the money.

You will have to start with asking the center if they have a time slot avaialble and if they want a new league. They own the access to the lanes. If they like the idea, they should be willing to work with you on getting things going and listing the league on any advertisements and other promotional materials. You can contact your local bowling association for supplies or the center should have extras. The big work is finding bowlers to fill the league, especially in the summer. First night is meeting time and setting up your league rules, electing officers and general organization of the league. The center may have a generic set of rules to help you get started as well. There are many choices of formats,so you will want to discuss that with the center and have that set up from the start so people know what and who can bowl in your league. Summer is a good time to try different formats or do something special like a PBA pattern league or maybe match play, something that is a little more fun than throwing 4 or 5 people on a lane and just bowl.
