illegal lane conditions?

What would be concidered an illegal lane condition for an ABC sanctioned event? I bowl some tournaments and I don't believe the conditions are legal. Is flat oil to the pins concidered legal? There is no backend at all. Only way to play it is straight. If anyone has any insight on legal or illegal conditions it would be much appreciated.

This is the main rule regarding lane conditions. Read it closely. Do you see any reason why full length oil would not meet certification.

at least 3 units gutter to gutter.  if u  strip u must strip from end of pattern to headpin or through to the pindeck can't remember for sure.   i know of a shot that is very similar to that.  it is at si bowl in carbondale, IL very tough shot but sometimes u can get some movement

The is the ABC requirement for stipping:

I bowl on sunday nights in this one leauge and I hate the shot.it's an extreme wall shot,med-heavy oil inside of ten to the pin deck,no oil at all out side ten.pull the shot in one board and it's a washout,push it out one board and it's in the nose.I've tried all diffrent kind of balls/drillings,hand positions and it's the same old over/under crap.the only shot that is consistant is to keep it inside and go head hunting.I would love to tell this house that the shot is illegal!

A unit is defined as a measurement of dressing film thickness equivalent to .0167 cubic centimeters of dressing per square foot of lane surface as measured by WIBC/ABC approved lane dressing measuring equipment.
