control layout

can you describe a 2.5 pin and 2.5 pin buffer for a control layout. This was a layout mentioned in the bowlers journal used on a Storm ball. Looks like all the info is not given
Any one use this type layout with success?

The pin is 2.5" from your PAP and 2.5" from your VAL ( perpendicular to the VAL)
