Are Individual Games Handicap-Capped?

I've noticed that many leagues/tournaments have a maximum handicap of XX pins, but are any games handicapped on an individual basis? To phrase it differently, can someone shoot over 300 or 900 with handicap?  I think that's kind of ridiculous that someone could shoot 300 scratch and lose.

I have had that EXACT HAPPEN TO ME!! Have not bowled ANY HDCP tournaments since!

The way I look at it is this...

If you're a good enough bowler you shouldn't even be bowling in a handicap league for this to happen.  If you bowl in a handicap league it should be for fun and to hang out with your buddies and family.

this has been the point better bowlers have been making for years.. why should I not have handicap.. I can be a scratch bowler shoot 300 and still lose..
