Well, if they're subs, they're part of the league. IN THAT they participate in the competition.
It's up to your league to set rules on individual prizes (high game/series, etc), and on eligibility to bowl certain nights (position rounds, etc).
As far as membership - if the league is certified by an organization, and someone wants to participate in that league, they are, by definition, subject to the rules of the certifying organization. So - for purposes of your question, I'd say your subs ARE members of the league. But since they aren't paying actual fees for bowling, they aren't voting members, and don't receive all benefits of league membership.
