Is a sub a member of the league?

We had a meeting last night and we were told that a sub is not a member of the league.  They fill out a no fee card for the league or a fee card and pay for the card if they don't already have a USBC card.  So are subs members of the league?

Hopefully the answer is in the USBC rules or organizational handbook.

in our league each team has their own subs ON the roster there are no "league wide" subs and ours dont pay so they get zip no matter how many games and also the regular bowler picks up the fee the following week so the sub does not pay either so what really is the issue here i say if they pay a sanction then they are members of the league because the USBC will log the info you submit as that particular league...............

@Nicanor: seems to me that if your league bylaws stipulate that all bowlers have to have a USBC/TNBA affiliation, that would go for all subs, too!

Even though they are not part of the league, technically!

In one of my leagues, we have a $6 by-law, stating that all subs have to pay $6

This was done when one or two teams in the league would sign up to bowl, but then "lease" that spot out each week to a high-roller who would come in and clean up on all the pots! Needless to say that caused a whole lot of rule changes the next year's season.

Well, if they're subs, they're part of the league. IN THAT they participate in the competition.
It's up to your league to set rules on individual prizes (high game/series, etc), and on eligibility to bowl certain nights (position rounds, etc).
As far as membership - if the league is certified by an organization, and someone wants to participate in that league, they are, by definition, subject to the rules of the certifying organization. So - for purposes of your question, I'd say your subs ARE members of the league. But since they aren't paying actual fees for bowling, they aren't voting members, and don't receive all benefits of league membership.

Was that lawyerish for you?? Geez. sometimes I surprise myself.

Most leagues I have bowled in have a rule that in order to receive league awards you have to be a member of a team and have bowled 2/3 of the games.  Team rosters are a legal lineup plus two, so for a 4 man league your roster could have up to 6 members.  If a league allows floating subs, they are not eligible for league awards even if they have bowled over 2/3 of the games.  But that all has to be in the league rules.

Most leagues have a rule stating that no new subs can be used in the last three weeks of either half and one that says no floating subs can be used in the league playoff.  Again, this has to be in the league rules.  Distribution of a team's winnings are up to the team to determine.  Usually if the sub hasn't paid they don't get any winnings.  If they have paid the winnings are usually distributed on the basis of the percentage of the weeks each person has paid for.  --  JohnP
