Is this legal or not?

Can you scuff a ball with a scotch brite during league play if it has been thrown?  Or should I say, it that considered changing the ball surface.

once competition has started you cannot change surface of ball you can change after a practice shot as long as actual league has not started

What if you're in the process of scuffing the cover when league starts?  Can you finish what you're doing or do you have to stop and bowl with a partially sanded ball?

I think this rule is ridiculous. They should just make a rule eliminating sanded balls, period..!! =:^D

In our Nationals a couple of weeks ago we had to register all the balls we were using on that day.Once registered we couldn't bring a new one in
