Is this OK for a league?

We're on a league where you get 2 points for wins and 1 point for overall.  Then you get 30 points down to 1 point for your total team score with handicap.  The league gives 90% handicap to 230.  Is this fair?

If a majority of the league voted for it, then it is fair.

It seems as fair as any other handicap system. At least it has a small deterrent to sandbagging.
