DYK....USBC only governs the lanes, pins and equipment.  There are no regulations on the environment around those lanes.

So, yes, Cosmic Bowling can be sanctioned.  You can put lanes in a circus tent with clowns and trapeze acts all around and it be sanctioned.  You can have strippers pole dancing in between every lane and it be sanctioned.

I believe this is why more bowling centers are converting to entertainment venues.  Who is going to take bowling serious when every house is blasting disco music, strobe lights and 200" project TV's...........during league?

I will! FYI there is a summer league in our Metro area that has pretty much, all that you described above! It has been likened to a three ring circus, many times before. However, it is also full of some serious bowlers as well. And......amidst all the absolute chaos that goes on with this league, I have used it to hone my concentration and focus very well. The league has an active MC speaking non-stop; a DJ playing tunes; a bingo caller; and active line dancing.....all going on during league. If you can focus in this league......there are no such things as distractions!
