League Secretaries

What do you feel about this? I was chit chatting with a buddy about the topic tonight while we were waiting for league payout...which is ever so painful at this alley. Anyway do you think an alley employee or league memeber should be in charge of secretarial duties?

If the league cannot find and elect a secretary within the league,then someone has to do it.  Its not unusual for the bowl to pick someone in this circumstance.  Usually its a manager of some kind.  But doesn't have to be.

The house is secy and treasurer to every junior league where I bowl and most adult/child leagues. A positive about thoes leagues is that the house don't charge extra for their secy/treasurer duties. It's built into the lineage.

ok as long as honest
have the president get a balance sheet and post it so all
expenses are accounted for
I am a assoc secy I do at end of winter leagues and I can
account for every penny!

I was elected league secy, bowlers will know where the money is
payout ect.

I have been the league secretary for our league that past three seasons and I think most of the guys in the league would rather have a league member doing the work. The house used to do quite a few of the leagues and the owners wife used to do the secretary work for the leagues but I can't recall if they charged extra or if it was just added into the lineage. I believe that each league has there own secretary that is voted in from the league members now.

The house still does all the league deposits and I get my monthly bank statements from the house.

In my league it's a requirement that the officer's be part of the league.  The current secretary was an AMF employee for a few years during his tenure and nobody had a problem with it.  I'm the treasurer in the league and give my league president a monthly report on expenses, etc.

It is absolutely improper for the bowling alley to supply an officer for
a league.  Who would represent the bowlers in any dispute with the house?
Totally inappropriate.

Good point but the league president would be the one to represent the bowlers in a dispute against the house.

Theres one thing if the league uses the house secretarial services, they still have to elect a secretary.

Also a officer doesn't have to be a league member (But they must be a USBC member), unless the league requires they be a league member.

Our bowling league utilizes the center’s secretarial service. Do we still need to elect a league secretary?

Yes, Rule 102a requires each league to elect a secretary. Since the league utilizes the center’s secretarial service, the league secretary should work together with the bowling center and is responsible for ensuring that all duties listed under Rule 102e are being properly fulfilled.

Can a proprietor require our league to use and pay for the secretarial services provided by the center?

Yes. This and other proprietor provided services are issues negotiated between the league and the center.

Although a proprietor can provide the service, it is up to the board of directors to determine if the league will utilize it. However, whether the league uses the service or not, the proprietor may still require payment. In cases where the league utilizes a secretarial service provided by the bowling center, the league is still required to appoint a secretary and treasurer. These officials are required to ensure that all duties as specified in Rules 102e and 102f are fulfilled.

My point is that if a league officer works for the house, he may not represent
the bowlers properly in a dispute with the house.  His viewpoint will be
prejudiced by his employment.
