I believe that it is proper technique to point your feet in the direction you want to throw the ball, in your stance. That is not to say that you will walk toward the foul line that way.
In the "Dexter Approach" section of last year's Masters, the subject of the spot was Jason Williams. Randy pointed (no pun intended) out that he, like many other tour players, opens his foot on his first step. This keeps his shoulders open, and allows him to feed the ball underneath his shoulder, out to his breakpoint.
His general motion is still in the direction that he wants the ball to travel.
