How many times is too many times to plug a ball?

There really isn't a limit.

But we generally felt after 3 complete pluggings it was very difficult to find a spot to drill the ball where it did not roll over any old plugs.

Also eventually with moving the weight around you are changing the dynamics of the core so much that it isn't really the same core.

does pluggin a ball once have that much affect on the ball? I have always been a little worried that if I plug and move layout the ball will never be what it could have been so to say.

What is sandbagging???

My Gravity Shift has been plugged twice, I track over two large spots of plug material, and the ball has countless games on it between me and its original owner.  And yet it's still a freaking strong ball.  I keep surface on it for when I get on very tight lanes and need to create angle downlane, and I rarely can use it for more than a game or two.  I even shot a clean 665 in doubles at Nationals this year with it.
