of a hole can you drill in a ball?  Say you bought a 16lb ball cheap but wanted it to weigh 15lbs.  Can you off-set it to where you drill a huge hole on the side?  Is there a spec for what is legal?

For a weight hole at least, I believe the biggest allowed is 1 1/8" or 1 1/4"

No more than 1 1/4" across. If the hole is pitched you got to be careful of the widest part being more than 1 1/4 " if you use a 1 1/4" bit. It will be illegal!!!!! How deep you go is up to you No rule on that!(YET!!)

Depending on the size and density of the main core you may be able to get around 3/4 of a pound of weight out...

Keep in mind though, when drilling holes that large and deep, you may never get the reaction you were looking for out of the same piece in 15#.
