Do you want a reactive ball, or would you consider urethane or plastic?

Storm SuperNatural, Hammer Blue Hammer or Brunswick Slingshot are all weaker than a Strike King
(Don't get the pink/black SlingShot; it uses a stronger coverstock than PK 17.)

Your only option in reactive is to find a ball with a pancake weight block or try another strike king with a different layout and surface.
…… you can't  add a physics term to a bowling term and expect it to mean something.

Pancake Weight block: Columbia Scout Reactive, Storm Mix.
Slightly stronger would be Motiv Sniper

Most everything you guys listed is urethane, which he said he didn't want.  Tropical Breeze is definitely stronger.  Slingshot is one of the few balls that should be weaker.  Also maybe a blue/green or black/blue Karma.  other than that, you could try getting your hands on something older, like one of the weaker Zone balls from the 90's.  If you think you need a weaker ball because its snapping too hard on the back end, a much easier solution would be to scuff up the surface to tone it down a bit.

Pin Axis or Short Pin to Pap on a Strike King should tame it down quite a bit.

My initial thought is a Columbia Scout.  It has a pancake weight block, so it should be pretty weak depending on how you leave the surface.  You may want to try to hit it with 4000 grit and then some Powerhouse Delayed Reaction polish.

My DV8 Misfit pearl is pretty tame, and may be weaker than the Strike King.

 I have not personally thrown the Strike King, but have thrown a Slingshot, and my Misfit pearl is longer and a bit stronger than the Slingshot was.

Columbia freeze, 5" in-pap is what we did for the an old dry wood lane layout
hammer taboo spare was also used with good success as well.
you will have to tweak your layout with one of these pieces listed above
Urethane just read way to early for me.
Another option is the original JET, very hard surface, easy through the heads and very predictable.
i also have used "track delayed reaction" over the polish which gave the piece about a 25% less overall reaction.
realize that you are going to have to trial and error this to get your desired reaction

Get another strike king and place your pin on the pap. Removes the weight block and all reaction is from cover and your hand. Has worked well for me over the years.

My Strike King already has an wt. hole in it hold a good line like you mention the cover and my hand controls the reaction. I just needs something with a little less over-all hook.

cheap and easy trial, get something like the delayed reaction polish.
I thought that this would make the ball react even harder off the pattern like traditional polish sometimes does
this did not do that, best way to describe it, was an overall reduction in motion
about 20-25% is what i saw.
this was on a original JET, polished
i was pleasantly surprised, however, the old wood lanes chew up the ball surface rather quickly and it had to be added every 2-3 weeks.
that when i got the taboo spare ball, scuffed it by hand and it was really good.
carrys very well due to the actual weight block in it.
these lanes were a desert though
