If I understand your questions you want to know if you force the ball does that increase your rev rate?
That depends on a few things.
IF you use an efficient release like the one I describe in the article called "The bowler's release" your rev rate will go up with your ball speed. That is one reason some bowlers have problems on dry lanes. They see the lanes are dry so they throw the ball harder but because of the type of release they use their rev rate increases as much as the ball speed. That puts the ball hooking just as much as before.
If you DO NOT have an efficient release then forcing the armswing will cause you to have about the same rev rate but more ball speed.
If you force the release and not the armswing then your rev rate MAY increase depending on how good or bad your release is. Keep in mind that the key to higher revs is a proper technique in the release not using extra force.
To answer your question about oily lanes, that would take a whole new article. But the short answer is yes you can slow the ball down by holding it lower but make sure you move up on the approach by the same number of inches you lower the ball in order to keep good timing. I wrote about that in an article called "How to throw the ball slower". Keep in mind that it is very important not to force or follow through strongly on really oily lanes. Your body will know the ball is coming through the swing at a slower pace and it will want to FORCE the ball forward to get it back up to speed. You must resist that urge. Otherwise you will throw the ball through the breakpoint and have an under/over reaction IF it reacts at all.
