We have a guy in our league who takes a 12 pound ball and runs as fast as he can to the foul line and heaves it as fast as he can down the lanes. My issue with this is he will start this wild sprint to the foul line well behind the start of our approaches. The alley does not have any sort of step up to the approach so there is nothing to impede his progress.

Is this legal?
