A free swing is just that, a free swing. If you add no muscle in the swing, you get a set ball speed at the bottom of the swing. Ultimately you want as free a swing as possible. If you are stationary at the foul line and release ball with a free swing, that is the ball speed you start with. Any additional speed should come from your legs.
When I was younger, my velocity into my slide was quite fast and as a result, my ball speed was fast. As I got older (and after 10 years in the Marine Corps), my knees couldn't handle the same velocity into my slide. As a result, my 19-20 mph release became a 17 mph release. When this happened, my rev rate no longer matched my ball speed. I don't want to throw the ball 20 mph anymore, so I had to cut back on my rev rate a little to become as matched as I could.
I don't know why you throw the ball 14 mph. As JustRico said, too many people try to muscle the ball and end up decelerating their swing, reducing the ball speed. Your ultimate goal is to become rev/speed matched. If it means increasing your ball speed, look at your approach and arm swing. If it means reducing your revs, look at taking your hand out of the ball a little. And please, don't increase your stride (length of step) to increase your speed. You should increase the speed of your steps as you get to your slide to gain ball speed. Think slow, slow, faster, faster.
