PIN and top weights

What are the differences between the lengths of a pin on a ball.  When would you get a 1" pin, 2", etc etc etc.  What is also the difference in top weights and why would u get one top weight over another?

      Well i found the answer I wanted about PINs, but how about the differences in top weights in reference to how much top weight a ball has, not the position.

In that article you wrote, it says that the limit to top weight is 3oz.  However on the box of my ball it says 3 3/4 oz.  Does that mean my ball is illegal?
