polishing is adding polish to the ball's surface to prevent the ball from reading the lanes quickly. very handy when the heads are shot, but bad with alot of carrydown.
resurfacing a ball takes off the tracked-out, beat up cover and cleans it up by sanding off the coverstock until the ball is nice, shiny and happy again.

changing a coverstock prep. doesn't change the ball's applied condition: the coverstock itself dictates that whether its sanded or polished or box finish. changing the prep. affects the ball's reaction time.
