When you order they ask you pin placement 2-3" or 3-4" Why?
Pin placement is merely a reference to how far the marker pin is from the balls center of gravity. Depending on the reaction you are trying to achieve, it can be somewhat important to get the proper pin placement.

the different and top weight 2-3 oz or 3-4 oz same thing.

The term top weight refers to the static imbalance that is built into the ball as an effect of the manufacturing process. Having either too much, or too little, top weight can have an effect on the after drilling reaction, and is the major factor in the need for, size of, and placement of, any extra weight holes you may end up needing/wanting in the ball.
As others have stated, get with a good shop person, show them what you have, tell them what it does, and tell them what you are looking for. If they are worth their salt, they will be able to help you greatly.
