between a CG in the centre of grip and the CG kicked out ?

With the cg in the center of the grip, the finger/thumb and positive/negative side weights are going to be near zero.  With the cg kicked out, there will be a fair amount of positive side weight, depending on the initial top weight and how far the cg is kicked out.   That may require a balance hole and will certainly allow a balance hole for tweaking the reaction.  On asymmetrical balls, the weight comments still are true, but the cg ends up where the mass bias placement requires it to be.  --  JohnP

Yup, that's the good part: it allows you to be able to put in a weight hole to adjust ball reaction with more or less flare, if that turns out to suit your needs (or wants). I think that's why at least one company, Brunswick, seems to strongly recommend leaving 1/2 - 3/4 oz side weight in a ball.

I heard that when the CG in COG has a earlier rev rate? is it true?

Putting the CG in the center of grip doesn't play a significant role in how the ball revs up.  The pin-to-PAP distance and the RG of the ball play a larger role.  Putting the pin closer to the PAP will roll sooner and smoother, as will putting the pin lower.
