Resurfacing ? Polishing ?

Hi..I know this topic has been posted here for a few times but just can't find it.
What is the difference between the two since both involved sanding and polishing, please correct me if I am wrong.

Resurfacing involves sanding at 200 grit to get major scratches out of the ball while polishing is just applying polish but in polishing you can sand the ball to help the ball take the polish but it should never dull a ball any lower than 800 to polish.
