League starting averages

Well here we go with the start of a new season last night. Just a little background this is only my 7th year bowling and 4th with this team in this league. 1st year 30 teams and we won it. (luck). 2nd and 3rd not so lucky with 40 teams each of those years. But the rules have been pretty much the same. 1st night 3 games to establish avg for the year. Well now not complaining just trying to understand they want us to use last years avg for first 3 weeks and then adjust on the 4th week using all 4.

  So I guess what I'm asking is can any off you with experience with this give me some examples on how this would work and why its need?

 Oh by the way we have 60 teams this year taking up the whole alley here at Red Rock Lanes in Las Vegas NV, so only the team captains were able to fit in the meeting room to vote on this issue.

Our league uses the same format. (You use your book average for the first 3 weeks of bowling before it re-adjusts)  We use it because what happens when a 230 avg guy comes in the first week after not bowling all summer and shoots let's say 540.  Well next week he's got an average of 180 and shoots 780....I guess the same thing could happen on the other end of the spectrum also...Some leagues have a longer re-adjust period and some leagues even have a pin-drop rule where your average in the current league can't drop below (x) amount of pins from your book average.  I think in all reality it is used to prevent sandbagging, but our league has always used the 9 game policy

I could never understand why we have to establish a new average each year.  Why not just keep an average of say the last 100 games.  Sure would help curtail sandbagging.  Makes a lot of difference when a bagger has to shoot 100 pins under average to lower his avg by 1 pin.  I sent this proposal to ABC years ago.

Most of our leagues have a priority rule for entering average, the goes for the first 3 weeks.
1.  Last years average in that league.
2.  Last years average in the Association.
3.  Composite average from USBC.
4.  If none of those are available, then they establish on the first night.
