What would your league secretary do??

Last night in league was position night (we do thirds).  We're in first by 3 1/2 games.  Here comes a guy who puts down his balls and says he is subbing for the other team.  He arguably is one of the best bowlers in the state and his average last year ranged from 228-243.  Anyway, I asked him if he had bowled yet this year in our league, he had not.  Our league rule says you have to bowl at least two weeks in the league before you can bowl a position night  I asked the league secretary, who, citing the rule said 'technically he can't bowl...but I'll leave it up to you guys to decide if you want to allow him to bowl'  At that point, our team captain said no.  Showing his maturity, the individual proceeded to bad mouth us to anyone who would hear his story (from what I was told, several expletives were used)  Other teams in the league backed up our decision to not allow the sub.  The other team ended up bowling 1 short.  

Here's my question...Do you think the league secretary was wrong in not making the call based on the known rule versus putting it back on our team to play the heavy?  To me it showed a lack of backbone on his part.

I'm interested in your opinions.

Time to vote him out. He can be vice president if he does nothing.

As nice a guy as he is, the president is 'in title' only.  As many years as I've bowled in this league, I have never seen anyone ask the president a rules question.  The secretary also runs the end of year tournament, and I've never seen the president there either.

If you guys knew the secretary and the bowler that was not allowed to bowl you would understand why this came up. Coming from the same association and knowing all who are involved it does not surprise me. The league secretary is one that wants the league bowlers to be happy and somewhat allow them to do what they want. Don't get me wrong he does follow the rules set by the league. I have had situations like this that the secretary flat out said no and the opposing team had no problem with it. It is not uncommon for this to happen back home. The bowler in question is one that should have known better then to try to bowl and then should have known better about the way he acted. He is one of the top bowlers in that house. I won't say the city because there are many above him. I see both the bowler and the secretary at fault here.

The bowler is not at fault.  The team that asked him to bowl is at fault.  They knew the rules and tried to break them.  As a bowler that subs a couple of nights a week for friends in other leagues I always ask the question...Is that a position night?  I know for a fact in most leagues around here if you are not rostered you cannot bowl on a position round. I am just trying to prevent arguments like the one you had. Simple rules.  No need to feel bad.

Everyone seems to be making the secretary out to be the bad person.

The bowler making the scene is the azzhat.

The secretary made the correct ruling but gave an option to your team and you chose not to allow it. No problem... should have been the end of the story.

Why is the secretary making the decision?  Where was the president and vice president?

Though I agree no decision had to be made because the decision was made when the league approved the rules, just tell the team/bowler to refer to the rules and no decision is needed.

Our leagues are set up so that if he didn't have an average in that league he would have had to take his 3 games to get his average for that league. That would have given him no advantage. We do allow subs for position rounds but you have to have atleast 12 games bowled to sub for the last 3 weeks of the first or second half.

In the league I bowl in we have a rule that states no subs on position night, only players that are on your roster.  On position night of our first quarter this year, the team we were bowling was short a bowler and attempted to use a sub.  I adamently argued what the rule was and our league President backed me by upholding the league rule...they bowled with four instead of five...
