I was once told that ABC charged the ball manufacturers something like $5,000 a ball to sanction it. There is no way that they would put too strict of limits on the manufacturers because ABC (USBC) would be out of a lot of money. Limiting the C.O.F (coefficient of friction), C.O.R. (coefficient of restitution), rg and diff. would cut down on the number of balls that the manufacturers would need to make. Roughly 110 different balls were released in the U.S. alone last year. If the $5,000 number is correct that is over a half a million dollars for the U.S.B.C. If they make it too hard on the centers they simply won't sanction with them. I like the 6 unit minimum across the lane idea. The only problem I see with changing the minimums on units of oil is the different lane surfaces across the country. I personally bowl in a center that has synthetics. They are cheaper synthetics which are very hard. Anthing over six or so units on the gutter plays like there is twenty units.
