USBC Masters bracket

I was looking the USBC masters bracket and seeds 3, 4, and 5 are from the elimination bracket yet only 2 seeds from the winners bracket. I could see 1 or 2 maybe but seems kind of odd to me.

If you lose in the semi finals, you go to the elimination bracket.
