Title: Sanctioning: All or None?

I have a bowler in the Sunday night league, for which I'm the secretary, who doesn't want to pay the ABC sanction fee.  Says he has enough rings and other baubles, would rather keep his money.

Am I correct that I can't allow him to bowl as a non-sanctioned bowler in a sanctioned league?

It says all bowlers in an ABC sanctioned league must be sanctioned.
