Scratch League Suggestions

Looking for suggestions
 
I currently bowl in a mixed 12 team 3 person lineup Peterson point style scratch league, the only reason it is a scratch is because we do not use handicap ( averages range from 180-236 ), we currently determine what the teams are based on a draft system;
 
Top 1/3 averages from previous year are team captains, the next 1/3 highest averages are labeled "B" bowlers and the remaining 1/3 are the "C" bowlers
 
For the first round of picks the team captains are racked and stacked in average order with the lowest average picking first from the "B" bowler pool and so on up the line, the  average for the 2 bowlers are then combined and re racked and stacked.
 
For the second pick the team with the lowest average picks first from the "C" bowler pool and so on up the line.
 
This way we are trying to make it as balanced as possible so that each bowler is bowling against somebody relatively close to their skill level.
 
However, we are starting to have some grumbling from our highest 3 or 4 average bowlers saying that it always works out to where they never really have a pick they are just getting whoever remains.
 
We are looking for some suggestion as to  how to form teams, without just saying here is a cap form your own team

I bowl in a scratch league that is a point system we have four division with four teams in each, the division you are in depends on your team average this way anyone can bowl with who they want, and at the end of the halfs the 1st place teams get auto bid into playoffs at end of year and then there are 8 wild card teams all teams are ranked 1-12 and bowl the single elimination playoffs to determine league champs. We have averages from 190-245 and it works well.
