Scuffing the ball

I saw a bowler scuff a ball by hand with sandpaper the other day. This guy is a fairly good bowler with 223 avg on THS. I didn't ask him because I don't know the guy and he was isolated in a corner of the house long before league play started and it looked as though he didn't want people to know about him doing that.
My questions are:
1- Is this legal?
2- If it is, how reliable is it? I mean, it's not easy to duplicate so that it produces the same effect each time.
3- How often does it have to be done to maintain the same performance with the ball?  

Of course, if it's not legal, I wouldn't dream of doing it.

It is legal. I hit my Cell with scotch brite every time I use it. You can hit it with what ever you want before league play starts. If you really wanted to you could roll it around the parking lot for awhile and call it 5 grit. Also, you do it pretty softly and it will be pretty consistent.

it is legal BEFORE OR AFTER league play. Most guys use abralon pads or scotchbrite.

dont wanna hijack your thread because i run into some situation but instead scuffing the ball  this guy used ball cleaner after each 3 frames..  so is that legal?

as long as it is on the approved for legal during competition list you are free to use that cleaner during play.

It's legal if:  1. He does it before league starts and 2. He does the entire ball in a uniform manner.  He cannot just scuff certain parts of the surface (i.e. the back flares).  I have tried scuffing just the back flares of a shiny ball before bowling a non-sanctioned sweeper.  I gives you a whole new level of control.  The ball will skid until the track migrates to that part of the ball.  The result is a ball that will skid longer than a dull ball, but hook earlier than a shiny ball.

its very legal only b4 you start bowln NOT during...
you''d also may be surprised how just a min or 2 of scuffing the ball up a lil could give you the reaction you need to score a lil better!!!

There are many ball cleaners that approved for use DURING bowling. If it's not approved for use DURING "cmpetition", then if it is stll legal not not disapproved for use, it can ONLY be used before or after bowling.

I believe balls must be dry while you are bowling, that is, rolling it down the lane. That is, the ball cann ot have anything on it, whiel it is being used. So the cleaner has to have dried by the time you're throwing the ball.
