Who told you that? Someone you bowl league with?

From my experience, if someone is truly competent enough to tell you about a specific deficiency in your bowling, they will be able to tell you how to correct it. You don't want to listen to 99% of the idiot league bowlers out there.

I see no problem with having a steep swing as long it isn't created from too much bend at the waist.

The total length of the armswing from locked elbow to the top of the swing should be around 180 degree or 1/2 of a circle. If you lock the elbow at the knee that would mean the height of the arm swing would be just short of straight up. On a clock that would be locking the elbow at 5 and the height would be 11.  Try locking the elbow at 4 and that should reduce the height to 10. Even more pronounce would be locking at 3 and the height would be 9 or shoulder height. The reason this works is because you wont have to adjust your timing for the lower backswing. This would reduce the steep angle in the downswing.
