Suggestion for Solid Reactive.

Looking for suggestions for a solid reactive, any company is fine. Need something that will give me a smooth arcing roll, suitable to smooth out wet/dry conditions. Prefer something on the "weaker" side.

Looking at the blue Backlash, but have never seen one.

The Blue Backlash is a pearl but it will fill the role you ask for fairly well.
 
Lanemasters Terminator Rebellion will also. The coverstock is weak enough that at the stock surface, 800 grit US (~1600 grit Abralon) it will just handle medium oil. Sand it finer, e.g. 2000 grit or 4000 grit and it will go longer and hook less and be suitable for even less oil.
 
Roto-Grip Riot is another solid for medium or less oil. At its stock 2000 grit - medium oil, at 4000 grit it will handle less. Also an arcing, unflippy ball.
 
Weaker than the above two balls is the Motiv Recon RX-1 orange solid. It comes 4000 grit matte to handle some fairly dry, light oil conditions. Sand it duller, e.g. 2000 grit to handle more oil.
 
Visionary Blue/Green Centaur is a GREAT ball to even out wet/dry conditions. Harder to find but well worth the effort. Should handle medium-light oil for most people with the stock surface.

To add to what Charlest said, the Riot would be a great choice. Also, the Storm 2Furious would be a little earlier, and a good choice as well.

 Look in to the Seismic Solaris Blackout, lesser known, but smooth, controllable and predictable, a must look at.
