If Bowler A has a PAP straight across, no up or down coordinate, do that indicate he/she has an end over end ball roll?

No, this just means that your track isn't tilted.  Your track will be parallel to the grip line, or the line from the center of your thumb hole drawn to a point between your two fingers in a typical layout.  You can have a low track or a high track.
