USBC Rules
« on: November 18, 2009, 11:05:01 AM »
I wanted to know if it's possible to change the handicap of a league during the season?

Thanks

I didn't see anything in the USBC rules about it. I would say no unless the league votes on it.

Yes,  the handicap can be changed mid league.  That was easy to say.  If the handicap percentage was approved during a league meeting, then a league vote would have to be held to vote on a change to the league rules.  The hard part is in order to change a league rule, the vote would have to approve the change with 100 percent approval.  not just a majority.

Thanks for the clarification Barry.

100% approval. Sounds like it won't pass.

That's 100% of the league officers and team captains.  But its still very rare for a rule of any kind to be changed once the season starts.  AFter all, there's probably one team out there that benefits from the current league handicap system and their captain will vote "no".

But what you can do is lobby and educate the league if you truely think the handicap being used is unfair or not as beneficial as it could be.  Then maybe in the summer (most leagues have a sister league in the summer where many of the same people bowl) or next winter you can put a proposal on the floor at the league meeting to change the handicap system.

League rule number 10145 states all team captains must agree to a change in league rules after the league has started and the league members approved the league rules.  As Atochabsh sstated.

Unfortunately any handicap system can be hard to explain to new bowlers.  And the slight loop holes that allow some experienced bowler to take advantage of established rules can be hard to explain.

Many lower average bowlers cannot ever understand actually raising the handicap base to cover all the bowlers and thus giving the 215 guy some handicap if its based on 220.  Even though the 215 guy gets a couple pins, the lower average bowlers get more too.  And its harder for a 215 guy to shoot over his average then it is a lower average bowler.  And its that last sentance that lower average bowlers don't buy.  But its true.  The 215 guy has to somehow find 85 pins to make perfection.  There's not a whole lot of ways to do that. But the 150 guy has 150 pins to go to perfection and there's a lot of ways to knock some of those pins down.
