If you want a tame soution for rather light lanes - in order to combat over-reactions - I'd suggest a ball with a medium to higher RG and a semi axis drilling (pin at about 2" from PAP, CG either in the palm area for a long pin or with a bigger balance hole on the PAP if it is a short pin).
If you take a strong piece like the VG, you CAN drill it weak, but IMHO the overall package is very strong, both core and cover, so that a weaker basis would be more promising. Just use the VG for what it is intended, not on ridden lanes and very thin oil. Personally, I would not "kill" a ball just to make it suitable for conditions that it was not made for. IMHO, that's nonsense, and a "dead" ball will hardly carry well.
Personally, I have an old Power Groove Proactive Black Sparkle with a semi axis layout, polished up. While it is a special purpose piece for me and rarely sees use, the overall reaction and utility should be a potential concept for you - it is a rolly piece that has to be played aggressively, but makes a smooth arc/hook and hardly over-reacts at all. This is a no-flip ball, due to the layout.

Maybe even a 2Fast or polished 2 Furious, but I'd consider these both already as balls with a rather strong cover. My PGPBS is just great due to its high RG AND the higher differential, plus the particle cover that evens out even more the ball's overall reaction.
