I'd suggest sanding it down to 320 grit, more or less, have an oil extraction done, preferably with a machine for that purpose (Revivior) and then binging the surface back up to stock or to wherever you get the best ball reaction.
With all new balls, an oil extraction is not a terrible idea every 50 -100 games depending on the use it gets.
Resurfacing means sanding it down enough to remove the scratches in the track which were making it hook early. Balls in our current environment should rarely, if ever, need this, because you should be refreshing the coverstock's surface before it ever gets to that point. You should see some sort of track wear long before it ever needs true resurfacing.
