Basically it's an extension of a lower extremity known as the "foot".

It depends I guess, some places I have heard of it:

In the military it's Table of Organization and Equipment, but they refer to it as T, O & E

In the auto industry it's Total Ownership Experience

In my current industry(medical) it's something you want to avoid if possible as it's quite unpleasant. It allows for an ultrasound of your heart by sticking a tube done your throat into the esophagus.

As it relates to bowling?? No idea.

From what I could determine from hearing the term on Beef & Barnzy, it refers to a bowler of limited skill, as in "house hacks".  Have heard it used by Riggs as well, as in "don't be a toe", when referencing a poster spouting a non-factual based opinion.

Nycatl.  That is what I was referring to.  I seem to remember that someone told me the three words that it stood for, which as you say was a definite negative statement.  Now I cannot remember them but is definitely negative.
