First off, the benefit of a flare increasing balance hole, is for those bowlers with faster ball speeds or bowlers who are rev challenged, more flare usually means more hook. On longer oil patterns, having balls with this type of balance hole can be a very good thing, because it gets the ball into a roll sooner and just increases the overall hook of the ball. The location of this type of balance hole would be down next to the thumb, usually in the thumb/positive quadrant. Another way of increasing hook is pitching the weight hole away from the center of grip.
