Was just wondering if the top weight and pin position make a big difference with the ball?

the position of the pin makes a lot more difference than the top weight of the ball. the surface preparation of the coverstock makes an even bigger difference.

what effect would a shorter pin have over a longer pin ?

In the interests of static weights, balls with shorter pins tend to be laid out with pins below the finger line, which results in earlier roll. Likewise, balls with longer pins tend to be laid out with pins above the finger line, promoting length.
It's not necessarily true that shorter pins roll earlier, just typical of what layouts are commonly used with shorter pins.
