USBC Handicap proposal

Give me a little input.  I’m in the process of preparing a proposal to the USBC about computing averages for handicapping purposes.  At the most, I may get one shot at them considering doing something, and want to get it right the first time.

In computing a bowlers average for handicapping purposes, use the highest average of the following.

Previous years average based on total games.
Previous years average based on last 21 games.
Current years average based on total games.
Current years average based on last 21 games.
 Current accumulative tournament average - (Trimman)

My main purpose is to try and reduce the effect of sandbagging or perceived sandbagging.  I’ve noticed a direct correlation between the decline of registered ABC members and the numbers of bowlers participating in handicap events.

I am convinced that if we can get tournament bowling going again, we can then attract more people to leagues simply to obtain a sanction card.

Right now, most of the people I talk too feel they don’t have a chance to cash and won’t waste their money.  Stricter control of averages won’t completely eliminate sandbagging but may make enough of a difference to keep handicap tournaments competitive.

The way I see it, what we have now isn't working.  Anything new has to be an improvement.

I also have a few other things, once I get a draft written out, I’ll post it so the experts on here can help finalize it.

I'm going to take off for a few days, be back Tuesday, hope to see some good ideas, pro & con.

You ask for thoughts .. here's mine:

Entering a league .. a bowler will establish an AVERAGE after the first 3 weeks of bowling. If the average after three weeks is 10 pins or MORE UNDER last years average the average will be last years average minus 10 pins (ten pin drop rule)and will stay that way till he goes over that number.

For tournament play. If you did not bowl 12 weeks or more last year in a SANCTIONED league or 12 weeks or more (with proof)the current year you ARE NOT ELIGIBLE for the tournament. Summer bowling averages are NOT to be considered.

Logic being: in league bowling .. Can't get hurt too much .. everybody starts from 0.

In tournament bowling .. most bowlers after bowling 12 weeks don't vary too much in average .. think it will be close enough to what the bowler is capable of ..

Trying to stop SAND BAGGERS as we all know is quite difficult to say the least. I'd feel much better with this .. then what's in there now!

League Average should be determined by best 50% Series thrown. (Example: After 12 Weeks, the best 6 Weeks are used)
 
If tournament average is not established, a league average is used. And it has to be at least 21 games. Once Tournament average is established. Bowler will always use their tournament average. Average would be established as league.

Average isn't established until after 3 Weeks of Play for both League and Tournament.  

Now this system will inflate averages. But let's face it anymore, an average doesn't have the weight it used to have.

NOOOOO!! I shot my best 6 game block at a tournament, don't do that to me!!!

For handicapping purposes, disregard the low game of each 3 game set.

SrKegler,  While I applaud your efforts and consider your objective noble, what you propose would be an absolute nightmare for associations and secretaries to try to keep track of and enforce.  Ergo, it doesn't have a snowball's chance in hades of getting much serious consideration by ABC/USBC.

SrK, I think you're making it too complicated and hard to compute, which as Bill Thomas says, would discourage even someone who recognizes the problem and wants to solve it.

I think your initial idea of using a rolling average, based on the past 21 games, is a great idea (I had the same idea myself a while back, so of course I think you're brilliant ).

While it would be a bit of a pain to calculate manually, all the leagues I know of use computer scoring programs, which could very easily be adjusted to perform this calculation, and would be so adjusted, if it were mandated by the USBC.

Yikes, this is such a tough subject, but I certainly applaud SrKegler for his attempts.  I hope a perfect or near-perfect solution can be found.

In big markets like Detroit, I notice all of the big money leagues are 205 and under, 195 and under, or team capped in some way.  Wouldn't it make more sense to make the big money leagues all scratch?  The best bowlers in Detroit HAVE to sandbag just to find a league to even bowl in!  That's ridiculous if you ask me!!!

In my opinion, the 90 centers or whatever in Metro Detroit need to get together and restructure things.  X amount of scratch leagues with no team or individual caps need to be offered for the best bowlers in Metro Detroit, and the shot should NOT be cake!  Then there should be x amount of 220 and under leagues that have less money in them, and then x amount of 205 and under leagues with even less money in them...and so on.

The idea here is to give the 180 or 190 average bowler something to shoot for.  They want to get better so that they can bowl for the big bucks.  I don't even think they should offer jackpots in the lower average leagues!

Then you have the bowlers who will still sandbag in the 205 and unders just to get a good average for tournaments.  Makes me sick!

I'm just sort of brainstorming here, so don't yell at me too much!  hahaha.

Just got back, thanks for all the info.

You guys/gals are right, ABC probably won't even consider it.  One things for sure though, if I don't send it in, they can't consider it.  We can talk about problems day in/day out.  If we don't pass them up the line, nothing ever gets changed.

Hopefully, I can get it posted for you guys to read/pick apart this week.
