What is the purpose of an conditioners?

If a houses uses the same machine, on the same surface, and with the same pattern, but uses kegel ice one lane and visflo on next lane, will there be differences besides protecting the lanes?

also, one house uses kegel and some of my stuff has some white hazy streaks that's hard to come off. The other house has some gooy substance that hard to rub off, it's a workout just to rub sticky white and/or dark sticky stuff.
