I look at the dots. What are the advantages to looking at the dots and arrows?

Here is my take on the dots and arrows; I use the dots when I have a timing issue or accuracy (with the arrows) issue.  You see, the dots being closer are easier to hit, and this helps boost the confidence that you can hit a prescribed target.  Also, the dots can help with a too much lofting problem, as they are closer, which helps one to lay the ball down rather than toss.  I usually use the arrows, but more times than I can remember the dots have saved a game.

Generally target even with the arrows, assuming I'm not always look at an arrow.  Sometimes, I target closer at the dots, specifically when I want to throw the ball faster.  I target closer, which causes me to get the ball down quicker and faster.  If I am swinging the ball some, I find my breakpoint board, then draw a line back thru my target board.  That helps my alignment.

I use and recommend the arrows - when you look at them during your approach, you will not have to lower your chin when you come close to the foul line. Looking at the arrows stabilizes IMHO your stance, while looking down at the dots changes your body posture as a source of potential problems.

I never look at anthing closer to the foul line. In summer, when the lanes get dry, I even tend to look at a target up to 5' further down the lane, since it increases length a little.
