Won the league last year came in second this year. I have one teammate who does not practice much. Maybe twice this year. Would I be a monster cutting him for a number one draft pick. Im the anchor and it would be nice to have some protection in the line up one my off nights.

He practiced twice more than most people do.

You wouldn't be a monster but hey, the team is working fine, 1st place and 2nd!
If it's not broken, dont fix it.

There are lots of people who don't practice at all. They just show up, throw a ball and get drunk. Your team is still competitive so I don't see a need to upgrade unless you see that they are hindering the team.

Let's look at this as if this bowler was an employee and assume he/she really wants to be on the team and this is the end of year performance review:
Captain: So, we came in 2nd this year, how do you feel about the year in general and your impact to our 2nd place finish?
Bowler: As a bowler on a team in 2nd, I would like to think some of the success can be attributed to my performance. I have tried my best 100% of the time regardless of individual outcomes. I have been a good teammate by not ratting out other members of their alcohol consumption to their significant others nor have I called the cops as the drive off bouncing off the curbs. I also bring the Hooter's cards every week so I feel moral is better when I bowl.
Captain: Haha, yeah, last week was a rough one on me and those cards are nice even though they are from the 1997 Hooter's Calendar. Do you feel you have reached your max potential?
Bowler: I believe everyone can always improve so no, I feel there is room for growth and ultimately more better future success for this team and myself.
Captain: Can you give me examples of what you did/try this past year to improve during the season?
Bowler: I practiced a couple of times and I read BallReviews.com daily trying to weed out the good information from the bad. Sometimes I get caught up in the day-to-day bickering, but I feel I have strengthened my mental game. Plus, I adjust my surfaces every week according to the gospel of charlest.
Captain: Have you tried the Griips Glove?
Bowler: No, what is that?
Captain: Nevermind. So you practiced only a couple of times, do you feel that amount of effort was enough for real improvement? Most other team members put in 2-4 practice sessions a month, let alone a year.
Bowler: Well, I didn't realize other members were practicing that much. No one on the team ever approached me concerning the amount of practice I was doing. Practice, we're talking about PRACTICE?!? Plus, I had the highest average on the team so I felt for the time-being I was doing more than adequate.
Captain: Well, in reality, as anchor, I feel like I shouldn't have to try in the tenth frame of games, you know ;) ;), and am looking for more performance from the 4. Kinda like a Tim Duncan instead of a Kevin Love.
Bowler: I get the impression you are thinking of looking in a different direction for next year based on this conversation. And if we are talking about expectations, I was looking for more from the 5 for this team, more Shaquille O'Neal and less Dwight Howard, if you know what I mean.

I think it is unfair to hold something like amount of practice over someone's head after the fact. If the bowler would have had the same year, yet you finished in 1st, would you say the same thing? If the bowler didn't show up to scheduled practice sessions, not contribute behind the lanes or just not fit chemistry-wise, then I get it. But to base it on amount of practice and not actual performance (which you did not mention) then I feel it is not right. It depends on what the expectation was. And it seems you have high expectations of your teammates.

I like what you said and it was funny also. In the grand scheme of things at least 4 or 5 times this season he stated "My bad if I would have picked up that spare we would have won". I always say we all could have done better. I just hurts to see easy single pin spares missed. I can understand the 10 sometimes because it happens to everyone. We lost by two games and looking back on the 4 or 5 times he said "My bad" theres the title changing hands. 😄 Had we won I still would have made him a unrestricted free agent.

if the teammate is a buddy, seems kinda douchey to cut him
if he is just someone you picked up along the way, and the prospect of someone better is out there, I would do it
just don't be pissed if after you cut him, he uses that as fuel to practice/improve so he can beat you next season

If no one else on your team missed spares four or five times during the season, then you might have a legit reason, but I suspect that he is the one who realized at the time, that missed spares hurt and I bet that others on the team probably missed as many if not more, spares during the season. If you want to replace him, then replace him, but don't justify it as being that he missed four or five spares during the season. His bowling with four Walter Ray's has to be tough on him. :)

Seems like you want to justify a team chemistry issue by replacing him due to a performance issue. There is no shame in saying the team just didn't click with a particular person. I have seen teams get rid of regional champions and do better. And even if a team doesn't finish as high, having a good time and getting along will usually be more important.

It sounds like he feels bad for costing the team some pins here and there, but it's called a team for a reason. How many times has another member of your team missed a spare? It's unfair to single out one guy unless he is constantly missing spares. Everyone is going to have bad nights, it's just how bowling goes and there is no way around that. If he is down in average, has a bad attitude, and not trying at all then I would say you would be justified in replacing him. If he's a friend then it becomes a bit more touchy.

Actually many times. Not to toot any horns. With bowling one night a week I do quite well. I'll stay on the stage with the high average in the in the league.

I can totally relate to this. Going into the last match of last season, we were the number 1 team, 3 points up from #2. We only needed to win one game to secure our position. It just so happened that I had my worst night of the season and we lost all 3 games, ended up with 0 points, and ended up in 2nd place. I felt horrible, but the team captain was ok about it and he knew I TRIED MY BEST. This "true captain" takes charge, but also goes down with his ship.

I practice every week and my captain does not come on here. Even if my position wasn't secure, it doesn't matter. It's a fun league, nothing serious. I wouldn't join a team if it was all serious and no fun. I'd rather be on the last place team and be happy and have fun. Everyone has a bad day, just so happens mine was when it mattered, lol.
