What's with the Ten Pin?

I've been bowling league at the same house for about ten years.  And ever since I've been there, the house has had a notorious reputation for leaving pocket ten pins.  And it doesn't discriminate -- everybody, good, bad or pro leaves lots of ringing ten pins on a consistent basis.  That fact is reflected in the scoring -- only three guys out of all the weekly leagues have an averge better than 220 (actually 221, 220 and 220).  An 800 series may happen only a couple of times a year and even 300 games are pretty rare.  THS is very average (medium oil about 39'), always consistent and reasonably easy to get to the pocket.  Almost every league gets to start on a fresh house shot.  Lots of people, including the owner of the establishment, have tried to figure out a solution, but nothing changes.  Even all new pins about six months ago didn't make a difference.  Just wondering if anyone else has run across this condition and why it might be occurring?
