Layout stronger/weaker

I was just wondering and try to understand a weaker drilling on a stronger cover & a stronger drilling on a weaker ball. What would the layouts to be consider strong and what would be consider weak? What ball would be consider strong and weak with high or low RG? I'm a student trying to learn and understand.

A strong layout is when the pin is 3 3/8 from your pap. A strong layout can also be a "weak" layout. Say 5" pin to pap, that layout will create alot of hook in the backend, but pin to pap specific its actually pretty weak.
