While I mentioned that those specifications were only manufacturing specifications, that's the only specs that we govern. As you correctly stated, a ball may very well fall under the 8.5 inch diameter after one or more resurfaces. This does not however preclude a bowler from using the ball in competition, as the diameter spec is only for the manufacturers.

Thanks for answering the question, I think I laid the question wrong.
Since
the manufacturer size limit is 8.5-8.59, meaning there will be balls right at 8.5 or very close to 8.5 the low limit. And when I say after drilled actually I am saying a ball is being used which can lead to possible resurface, I am sure just a couple times the ball will be smaller than 8.5, the 8.5-8.59 is only the manufacturing limit. And I don't see any rule covering this part for bowling balls in competition. Or in this case when there is no rules falls into the manufacturing specification?

The Diameter of a bowling ball is a manufacturing spec only. The manufacturing limits for the diameter of a ball must fall between 8.5 and 8.595 inches. The diameter of the ball won't change just from drilling the ball. Again, this is only a manufacturing specification and can be found in the Specification Manual on page 13 -15:
