I believe his point is that in most houses there is no smokers lounge so everyone has to put up with the smoke. Personally, I have allergies and asthma. I don't dare go into a bowling alley without my inhaler. After my Saturday night league, even my hair smells like smoke - and I am almost never on the concourse. I have team mates that smoke and its too much for them sometimes.
Smokers will complain that smoking bans impinge their rights. But what about my right to not breathe their smoke, not have my clothes smell like smoke, or worse, suffer an asthma attack because of the smoke (yes, it has happened).
My opinion - build an enclosed room and put all the smokers in there. Just think how much cleaner the bowling alleys would be without all of the ash and butts around.
