The big question is whether you know for a fact the hand-slap occurred beyond the foul line. If you're just guessing -- if it looked like he was probably beyond the line, but you can't say for 100 percent sure and there were no foul line judges working that night (which happens not very often anymore) -- then you don't have enough evidence to make the call.
I'm picturing this in my head at my home center and trying to figure out how I'd know if someone did it, and I would have to be at least 3-4 lanes over before I had enough angle to know whether the slap crossed the foul plane. And even then, he'd have to make a pretty deliberate attempt to reach beyond the foul line for it to be obvious.
