ABC Tourney Average Rule

The rule (319d rings a bell for some reason - I'm at work so I can't really check) that says if your cumulative tourney average for the past year is 15 pins or higher than your entering average, is that in effect if the rules sheet doesn't state it?  Most of the more organized tourneys I've seen have stated that whether it is in effect or not.  I've got a 194 average for 72 games in my league...but my tourney average for 31 games is 209.  I'm just trying to figure out if I need to volunteer this information?  I realize most people don't really keep track of this information anyways...but I'm a very analytical type and I keep record of most everything.

If the tournament is SANCTIONED, and they don't say in the tournament rules that the rule doesn't apply, then it applies.
If it isn't sanctioned, and the equivalent words aren't in the rules, then it doesn't apply.

So for a sanctioned tourney...it has to expressely say that the rule does not apply.  If it's not in the tourney rules I am responsible for at least reporting it - correct?
