I don't really think that would work.  I would imagine your pool of tournament bowlers with a 190+ average is limited.  You would probably have better luck in your area, especially with a handicap tournament by limiting the amount of handicap received.

For example you could handicap 80% of 220 with a maximum handicap of 24 pins a game.  That would give you your 190 average but still allow the 185 averages a chance to compete.  Serves the same purpose but doesn't disqualify anyone.  I'd even come back over for that tournament.

BTW, how did the tournament you had in the parking lot go?  Never heard any results or scores.
