Everything except my Natual I have to start dead left come up the back with all the balls drilled pin over cg.After the 3 game,the Natural iscoming dead left. Did the USBC disallow any carrydown?I have a polisher and clean and polish after every set.13mph,300 revs.

My best advice is to find a good coach and work with him/her to increase your ball speed. Ball speed comes mostly from technique, not muscle. You should actually use as little muscle as possible in your swing, and let gravity do the vast majority of the work for you. A good coach should help you learn how to combine a free armswing with an appropriate approach for your swing and your body to create more ball speed (and, as a bonus, your accuracy and ability to repeat shots will probably improve as well, because those go hand-in-hand with less muscle in your swing!)

Used to have the same problem.  Would try to muscle the ball for more speed but no luck.  I videoed myself and seen that I had little to zero back swing, all muscle.  Relaxed my swing, let the ball go back as far as momentum would take it, then let gravity and the ball weight do the rest.  Went from 13-14mph cranker to 16.5-17.5mph tweener and can throw much more aggressive equipment.

How hi do you hold the ball in your stance? I am also one of the low ball speed hi rev guys. The original poster sounds like my twin except I am a lefty. Many a night I am throwing plastic down 8 and watching it hook in to pocket. I have tried to increase speed but also muscle the ball and grab at bottom. When I feel as though my arm swing is relaxed I am back at 12-12.5 mph. When I back up on the approach then I am a mile from the foul line( normal start at second set of dots).

Also make sure your non-bowling hand helps to support most of the balls weight! Do not push the ball out in front of you, but let it hinge down and the non-bowling arm extends out in front of you with your thumb down! This lets your bowling arm come back in the backswing more freely without your shoulder blades coming together restricting your backswing!! It takes a little time to get use to this, but watch some videos of the pros or better bowlers and they all have the non-bowling arm extended in front of them!!

The average league shot is probably around 38 feet, so there never has been any oil the last 22 or so feet.  It's not a new thing.  If you're only having problems recently, it's probably you.  You have to learn to free up your swing and let it drop at the beginning of the swing.  If you go from a muscled swing to a free one, you'll increase your speed a noticeable amount.
